Method 1: Run the SFC.
System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
Win 10 Notifications Not Working Free
Follow the below steps:
- Right click on the Start button, click on Command Prompt (Admin).
- Type “sfc /scannow” without quotes and hit Enter.
- After the scan, restart the computer.
- Now check for the issue.
Method 2: Run the DISM Tool.
If the issue persists, I would have you run the DISM tool to check the system health and will try to restore the files.
- Right click on the Start button, click on Command Prompt (Admin).
- In the Administrator: Command Prompt window, type the following commands. Press the Enter key after each command:
- DISM.exe /Online /Cleanup-image /Scanhealth
- DISM.exe /Online /Cleanup-image /Restorehealth
- To close the Administrator: Command Prompt window, type Exit, and then press Enter.
Note: The tool might take 15-20 minutes to finish running, so please do not cancel it.

Tried both Method 1 & 2. Both reported corrupt files but could not fix them. Method 2 said 'source' files could not be found. Still cannot get to Notifications or the Action Center. Also, when I click on lower left Windows icon, it does not bring up anything. I do need some assistance to get things working again.
I have installed the Office 2016 Pro Plus version in Windows 10 with Fall Creators update. It offers the customization of shortcuts on the desktop and also group into Start menu’s folder. When my Inbox folder gets any new email successfully, the Action Center doesn’t pop up the notification with sound. However, I have already configured“Display a Desktop Alert”in Mail option. I have to I have to check messages by updating the folder at times. How can I resolve the problem?
The Outlook 2016 can not show desktop notifications on my Surface Pro 5 running Windows 10 v1809 update and the Windows 8.1 computer. That just happens with the recent updates. You could try any of the tips to troubleshoot and fix it.

* Scroll down to Get notifications from these senders” section, click on Outlook 2016, and turn all notification options on. You could also put Outlook software into the compatibility mode for Windows 7.
* Another way is to create a new rule like this.
Condition: On this Computer Only
Action: “Display Alert” and “Play Sound”
Exceptions: uncheck all boxes.
Finalize: Activiate this rule.
Then apply the rule to check if the notification appears in Action Center.

The Outlook shortcuts are generated by a customized Office installation and runs into strange issue. Its broken execute file appears in the {90160000-0011-0000-0000-0000000FF1CE} folder under
* First do a fresh install of Office without any admin file on another Windows 10 PC or VM machine.
* Then take those shortcuts from a default install and copy them over the shortcuts in the Start Menu folder. By default the location is:
